Scenario #1: Build a New Jail

Scenario #2: Jail Closure

  • 100% of inmates will be transferred to other county facilities resulting in taxpayer costs

  • A Sheriff’s Office and Temporary Intake Facility will need to be constructed for inmate housing until transfer:

    • Includes Sheriff's Department​

    • Estimated cost: $12,513,876

  • Walsh County continues paying from general fund to house and transport inmates​. 

    • This option is not feasible without cutting public services, as the General Fund is almost fully allocated at 60 mills – and it is not a sustainable solution.

Costs (based on a 20-year inmate transfer comparison)

  • Building a new facility: $42,675,140

  • Closing existing jail and transporting inmates: $41,830,943 + $12,513,876 (Sheriff's Office and Temporary Intake Facility) = $54,344,819

    • Includes cost of new Sheriff's Office and Temporary Intake Facility ($12,513,876)​

    • Based on the following projections, including a 5% inflation factor each year:

      • Years 1-5: 20 inmates​

      • Years 6-10: 30 inmates

      • Years 10+: 40 inmates

        • Estimated transportation is only to Grand Forks with current Sheriff's staff​
